The story of this film begins when a bomb exploded at the headquarters of MI6. Kisah film ini dimulai ketika sebuah bom meledak di markas MI6. Bom tersebut membunuh raja minyak Sir Robert King (David Calder) yang sedang berada di markas tersebut untuk mengambil kembali uang tebusan putrinya yang belum sempat dibayarkan kepada penculik. Rupanya sebelum uang tebusan dibayar, Elektra King (Sophie Marceau), putri Sir Robert, berhasil melarikan diri dari tangan penculiknya, yaitu teroris yang sangat ditakuti, Renard (Robert Carlyle) yang juga dikenal dengan nama The Anarchist.
Tewasnya Sir Robert yang merupakan sahabat karib M membuat sang bos MI6 marah dan sedih. Namun M juga merasa khawatir bahwa pembunuh Sir Robert pun mengincar Elektra sehingga iapun menugaskan Bond untuk melindungi putri Sir Robert itu. Bond langsung terbang ke Baku, Azerbaijan tempat proyek ambisius Sir Robert yaitu pembangunan pipa minyak yang melintasi dari Asia Barat ke Istanbul, Turki agar dunia Barat bisa menikmati surplus minyak untuk seratus tahun lagi. Di sanalah, Elektra langsung mengawasi proyek tersebut setelah kematian Sir Robert. Ketika Bond memperingatkan bahwa pembunuh Sir Robert akan mengincar Elektra, gadis tersebut malah menganggap sepi dan tidak takut ancaman tersebut.
Sementara itu, Bond berhasil memastikan bahwa pembunuh Sir Robert adalah Renard yang dulu menculik Elektra. Tidak hanya itu, Renard pun tampak berniat membunuh Elektra Setelah menyadari dirinya benar-benar dalam bahaya, Elektra segera menerima tawaran perlindungan Agen 007. Namun Bond malah diam-diam menaruh rasa curiga kepada Elektra yang diduganya mengidap "Stockholm Syndrome", yaitu simpati atau cinta korban terhadap penculiknya. Bond pun menduga kaburnya Elektra dari Renard dalam penculikannya dan juga usaha pembunuhan itu hanyalah merupakan tipuan belaka, sedangkan Elektra sebenarnya masih berhubungan dengan Renard. Namun karena belum ada bukti, Bond berusaha menyelidiki lebih jauh.
