When Roy Clayton (Guy Pearce) is assigned the FBI to investigate an international conspiracy, he found evidence that Samir Horn (Don Cheadle), a male descendant of Sudan, have linkages with this problem.
Samir Horn is a former U.S. soldier who was assigned at the Special Operations and has connections in the network of terrorist organizations around the world. Samir looked at the site several times during the FBI in action and further strengthen the FBI's suspicions will link this mysterious man. A team consisting of several agents from the FBI, CIA and other agencies was formed. From the results of the investigation, the team then managed to associate Samir with the jailbreak in Yemen, the bombing in Nice and assault incident which occurred in London. But there is some evidence that even make Roy Clayton became hesitant. Roy began to question whether Samir is a former soldier who disappointed or there is a more complicated scenario. Samir Horn adalah mantan tentara AS yang sempat ditugaskan di bagian Special Operation dan memiliki koneksi dalam jaringan organisasi teroris di seluruh dunia. Samir beberapa kali terlihat di lokasi saat FBI beraksi dan makin menguatkan kecurigaan FBI akan keterkaitan pria misterius ini. Sebuah tim yang terdiri dari beberapa agent dari FBI, CIA dan agency lain pun dibentuk. Dari hasil penyelidikan, tim ini kemudian berhasil mengaitkan Samir dengan pembobolan penjara di Yaman, peristiwa pengeboman di Nice dan peristiwa penyerangan yang terjadi di London. Namun beberapa bukti yang ada malah membuat Roy Clayton menjadi ragu. Roy mulai mempertanyakan apakah Samir hanyalah seorang mantan serdadu yang kecewa atau ada skenario yang lebih rumit lagi.
